The Professional License

HS University offers a professional license to meet the needs of Head Start staff who want to complete a professional career advancement program after or before entering a degree program. The Professional license provides a solid foundation and curriculum within the academic disciplines of management and human services. Instruction focuses on the development of skills fosters a philosophical orientation that enables students to function as productive managers of systems. The completion of an license also represents an important milestone for many Head Start staff as they pursue their career goals.

The University’s ERSEA Certificate program embraces four goals:

    • To refine students’ ability to apply problem solving skills to many settings
    • To promote student’s active awareness of their responsibility to giving those children with the greatest need for Head Start a chance to enroll.
    • To develop within students a depth and breadth of ERSEA knowledge that can be applied to Head Start program settings.

The license program addresses issues in which a Head Start program faces daily. The program is designed for those who have functional responsibility to carry out the duties of the program’s implementation and monitoring; seasoned managers who wish to keep current; newcomers requiring new knowledge and skills; and program managers wanting to broaden their knowledge.

Major topic areas covered include the role of professionals in a Head Start such as developing practices, implement strategies, and monitoring compliance.

Students who enter the license program are Head Start professionals who have responsibilities in a wide variety of policies and procedures. Shared implementation practices will benefit participants engaged in every area of the program, which is involved in the management, implementation and monitoring of Head Start compliance. Students are immersed in a variety of educational and experimental activities that challenge them to view management as an integrated system within program policies and to examine opportunities within the Head Start environment.

The license program faculty provides a facilitator environment. They have diverse backgrounds as professional Head Start management practitioners in a wide variety of Head Start functions and organizations.

There are five recurrent theories framed by the overarching objective of the license and Head Start environments:

    1. Integrating plans into Head Start management systems
    2. Promoting cross-systems team implementation
    3. Managing policy changes
    4. Providing an environment for procedural success
    5. Developing integrated systems
