The Credential and License Program

HS University's Credential and License (CLP) program is a major national effort to help improve the quality of services by improving, evaluating and recognizing the competence of Head Start staff.  HS University has developed this competency based curriculum program to provide a supportive learning environment.  Head Start managers, supervisors, coordinators or any staff responsible for implementing standards will benefit from this program and the levels of accomplishments and courses we offer.  Over 2000 Head Start programs around the US spend a vast amount of their time and resources, serving families and delivering services to those children and families with the greatest need.  Our credential and license program is designed to help Head Start staff promote quality services.

HS University’s credential and license program is perennially ranked among the top-tier credential programs for Head Start professionals.  Head Start leadership permeates the curriculum.  A candidate has many opportunities to develop leadership skills in safe surroundings.  This includes working in teams on real world Head Start challenges.  There are a multitude of curriculum experiences available through HS University’s many student associations and activities.

The Credential/License is a major national effort initiated by HS University to improve the quality of a program’s policies by improving, evaluating and recognizing the competence of workers employed by Head Start.  The performance standards which define the development and implementation used by Head Start, is the foundation of the credentialing and license approach.  The program is designed around a three tier level of knowledge and skill attainment.  Each level builds upon another to ensure consistent educational advancement.  A candidate can acquire a level of competency that matches his or her current position.  As each candidate advances, they acquire new competency based skills.  The three levels are as follows:

Credentialed Administrator – This level is designed for new and current staff of Head Start looking to update their skill level.  The curriculum focuses on implementation and development of policies and procedures.  The curriculum involves staff and performance standards as well as going beyond quality services.  Skill mastery and assessment will focus on program implementation.

Credentialed Supervisor – This level is designed for workers who are currently managing a content area in a Head Start program or those staff who are seeking a management position. This level will help to move a candidate toward administrative and management responsibility.  The curriculum builds upon the administrative credential level.  Candidates seeking this level will obtain methods and strategies for monitoring, managing and implementing policies.  Skill mastery and assessment will focus on managerial advancement and performance.

Management License – This level is designed for candidates responsible for professional development requirements of workers.  This curriculum incorporates information learned as a “administrator and supervisor”, but carries this knowledge to the classroom environment.  Skill mastery and assessment will focus on student-teacher methodologies and learner comprehension.
